CNI says that free Bets in MP Fiscal is “unacceptable”

Ricardo Alban sent a message to the presidents of the House, Hugo Motta, and the Senate, David Alcolumbre, claiming to be outraged by the attitude of the rapporteur, Deputy Carlos Zarattini

The President of (National Confederation of Industry), Ricardo Alban, criticized this Thursday (7.out.2025) the withdrawal of the rapporteur of, deputy (PT-SP), to raise the charge on BETS gross revenue from 12% to 18%. Extra estimated revenue of 2025 is R $ 285 million. In 2026, the expectation was an additional collection of R $ 1.7 billion.

Alban forwarded a message to the presidents of the House, (Republicans-PB), and Senate, (Brazil-AP Union), demonstrating “indignation” with the attitude of the rapporteur. Here’s (PDF – 290 kb) of the note.

According to Alban, the decision represents “Another episode of constant harassments to the productive sector”. The businessman mentions that Zarattini maintained the increase in income tax withheld at the source over the JCP (interest on equity), which goes from 15% to 20% from 2026.

“Indeed, they are suffocating productive activity with increments in the tax burden, since 2023. Recently, any fiscal adjustment is just about increased load, regardless of whether the revenue is growing by the growth of the economy.”wrote the representative of the industry.

Alban questioned Motta and Alcolumbre about the preservation of BETS performance. Here’s what you said:

“How can we be so lenient with the Bets, regarded by society as a large psychosocial ill? Any and all tax burden that focuses on the productive sector is transferred to the cost of the product and who pays the consumer.”

The president of CNI cited one of August 2024, on the debt of gamblers. “Loaning reports are common to keep betting, causing a domino effect to worsen debt. The losses reach family members and the work environment.”concluded.

The vote of the Fiscal MP, presented as an alternative to the increase in IOF (Tax on Financial Operations), is scheduled for this Tuesday (7.out). It was postponed 3 times and passed the mixed commission this morning.
