The courts condemned the former governors and for schemes in the 2014 election campaign. It is possible to appeal the decision.

The court partially upheld a 2018 complaint from Rio. Politicians were convicted of acting acts of administrative misconduct that resulted in illicit enrichment and damage to the purse.

The public civil action demonstrated, based on documents, testimonials and award -winning collaborations, the existence of complex schemes of business favoritism and unlawful campaign financing, with deviation from the purpose of state development policy and abuse of political power.

Cabral was appointed as leader of the schemes. The court concluded that he has obtained illicit advantages to finance campaigns and illegally granted tax benefits to public transport companies in exchange for bribes. The Public Prosecution Service points out that Pezão compact and was the beneficiary of the schemes. “There was serious and concrete damage to the finances of the state public entity, which contributed, certainly, to the serious financial crisis of the State of Rio de Janeiro, which still today undermines the implementation of public policies,” the decision says.

The total value of penalties imposed on former governors is $ 3.9 billion. This includes loss of goods, reimbursement, civil fines and collective moral damage. The court ordered the loss of Cabral’s political rights for ten years. Pezão will be ineligible for nine years.

Due to the receipt of a gifted bribe in electoral donations and for the prioritization of interests of the J&F group, Pezão was sentenced to the payment of R $ 15 million. Cabral was sentenced to the payment of R $ 30 million.

Regarding the practice of administrative misconduct for the granting of irregular financing to the Petrópolis Group, via FUNDS, having received as counterpart, unlawful donations unlawfully by the company Odebrecht, Pezão was ordered to reimburse the public coffers and the payment of a fine of R $ 1.3 billion.

In the scheme of granting irregular benefits to the Rio Transport Federation (Fetranspor), Cabral was ordered to pay more than R $ 2.5 billion as a repair of damages caused due to tax waiver and fines. Pezão was sentenced to the payment of R $ 1.2 million.

In the case of receipt of bribes through irregular donations from Odebrecht, both Cabral and Pezão were sentenced to the payment of a fine of R $ 15.6 million each.

The former governors were also sentenced to the payment of compensation for collective moral damages: Cabral, in the amount of R $ 25 million, and Pezão, of R $ 10 million.

The former secretary of works was also convicted. Hudson Braga is appointed as a financial operator of the scheme. The penalty is a fine of more than R $ 35 million, in addition to the suspension of political rights.
