Government runs against time to approve a measure in Congress; Rapporteur talks about voting for the commission and the House on the same day

The National Congress Commission postponed on Tuesday (7.out.2025) the vote of the MP (Provisional Measure), which deals with taxation of financial investments and loses its validity on Wednesday (8.out). The session returns at 3:30 pm.

The goal is to sew a negotiation, close agreement and approve the proposal in time to be voted on in the House and Senate plenary before the MP expires. The measure is an alternative to the decree that increased the IOF (Tax on Financial Operations), rejected by Congress.

The rapporteur, deputy (PT-SP), articulates that the vote occurs in a timely manner. The government considers the central measure in the collection effort to comply with the 2025 tax target.

According to Zarattini, it is possible that the report will be approved in the Joint Commission until 17h. With this, the text would go to the plenary of the House of Representatives later this night (7.out). If approved, the bill would go to the Senate analysis on Wednesday (8.out.2025), the last day of validity of the proposal.

The MP 1.303 unifies the income tax rate on financial investments at 17.5%, which previously ranged from 15% to 22.5%. According to estimates from the farm and the rapporteur, the measure can increase the collection by approximately R $ 10 billion by 2025 and R $ 20 billion in 2026.

The original text also cited the taxation of investments today exempt, such as LCI (Real Estate Credit Letters) and LCA (Agribusiness Credit Letters), a point that faces strong resistance in Congress.

The rapporteur has already stated that he withdrew this taxation to facilitate approval.

The increase in taxation on the revenue of betting houses online, from 12% to 18%, was maintained, according to the rapporteur.
