The special joint commission that analyzes Provisional Measure 1,303/2025 approved this Tuesday (7) the opinion of deputy Carlos Zarattini (PT-SP), after one of the closest votes of the year in Congress.
The proposal creates new taxation rules for betting sites and banks, in addition to adjusting the tax on investments and credit operations.
The government estimates that it will raise R$17 billion in 2026 with the new measures, an amount lower than the R$20.8 billion initially forecast, after concessions made to economic sectors.

The vote took place under strong political tension. There was an attempt to approve the MP by symbolic acclamation, but the opposition prevented the procedure, forcing the nominal votes to be counted.
The MP still needs to be approved in the plenary sessions of the Chamber and Senate until this Wednesday (8), when it loses validity. If the deadline expires, the measures will no longer be effective and the government will lose one of the main sources of compensation for the increase in the IOF.
Among the parties opposed to the MP are União Brasil, which still holds ministries, but announced the disembarkation of the government base, and PL, the main opposition party.

The approved report maintained Income Tax exemptions for LCIs, LCAs and encouraged debentures, in addition to unifying the IR rate at 18% for financial investments and Interest on Equity (JCP).
Also approved was the increase in the CSLL (Social Contribution on Net Profit) for fintechs, which will go from 9% to 15%, and new taxation rules for sports betting.
The government calculates that the measure will open up billion-dollar credit in the 2026 Budget, essential for fiscal balance over the next two years.
