IR: Renan’s choice increases friction between the Chamber and Senate – 10/07/2025 – Panel

The decision by the president of , (União-AP), to appoint the senator (MDB-AL) to report the project that increases the exemption from (IR) for those earning up to R$5,000 threatens to increase the tension between the legislative House and the Chamber, assess party leaders.

Renan reported to the CAE (Commission for Economic Affairs) a bill that readjusts the tax table and taxes the distribution of profits and dividends. The text, approved at the end of September, was seen by parliamentarians as a way of putting pressure on the deputy (PP-AL), rapporteur in the Chamber of the exemption project up to R$5,000 and his political opponent in .

Senators argue that Renan’s choice makes sense in this context. But, for Chamber leaders, the local electoral factor should have been considered by the president of the Senate, given the risk of changes that could delay sending the text for sanction by the president (PT), a fear shared by government supporters.

Renan and Lira are named as candidates to run for the Senate in Alagoas next year. Upon being appointed rapporteur, , stating that the proposal was used as “an instrument of blackmail and pressure against the government and even on the agenda of the Legislative Branch”.

Party leaders refute the statements and claim that the entire text unanimously approved by the deputies was negotiated with the government. They see the senator’s reaction as an indication that the IR report will be used to try to wear down Lira.

Relations between the Chamber and Senate are going through a fragile moment, since the senators exposed the deputies and, amid the negative repercussion of the issue among the population.
