The rapporteur of MP 1.303/25, deputy Carlos Zarattini (PT-SP), admitted this Wednesday (8) that the government runs the risk of seeing the provisional measure that raises taxes and guarantees revenue for 2026 being overturned in Congress. According to the parliamentarian, the allied base is cracked and part of the parties in the center “went into electoral dispute mode”, which would be blocking the vote on the proposal.
“We are in electoral dispute mode. Tarcísio, instead of governing São Paulo, keeps calling deputies to put pressure on him, so as not to approve. It is clear that he has an electoral campaign underway and the objective is to harm the government. Damn the country,” Zarattini told journalists in Brasília.
In response to the newspaper Folha de S.Paulogovernor Tarcísio de Freitas (Republicans) denied that he was acting against the measure.

The MP, considered essential for the fiscal balance of 2026 and 2027, needs to be approved this Wednesday (8) in the plenary sessions of the Chamber of Deputies and the Federal Senate.

Zarattini stated that, if the MP falls, there will be rate adjustments by decree, especially in taxes such as IOF and IPI, whose changes do not depend on legislative approval.
“There are several things that can be done by decree. The Supreme Court recognized that the government has the autonomy to increase or decrease rates and does not need to consult Congress”, he explained.

If it is not voted on by 11:59 pm this Wednesday, the MP will lose its validity, which would represent a significant defeat for the Lula (PT) government, with a direct impact on public accounts.
