Government implements CEP in all Brazilian favelas

All Brazilian favelas will now have their own ZIP code, according to an announcement made this Wednesday (8.Oct.2025) by the federal government. The measure is the result of a partnership between the and the .

The Executive states that 12,348 communities registered by the (Brazilian Institute of Geography and Statistics) received CEPs, benefiting 16.39 million people in 656 cities in the country.

The project was created to solve the problem of “address fragility”–a situation in which places do not have a street name, number or both. According to IBGE, approximately 280 thousand addresses in urban communities had this condition, affecting around 870 thousand people.

The initiative, , aimed to guarantee postal addresses to all communities by 2026, but was completed before the scheduled deadline. The program mainly served the black and brown population, which represents 72.9% of the inhabitants of these areas.

The CEP universalization program continues with two complementary phases. The 1st consists of the detailed mapping of public places in 300 favelas, creating specific codes for streets, alleys, alleys and lanes — work that has already created 765 CEPs. The 2nd phase estimates the implementation of physical postal services in 100 favelas throughout Brazil.
