PS-PAN filed a complaint with the PSD in Oeiras due to suspected Isaltino campaign vehicle; socialist candidate from Olhão under fire for video shared on social media; there was an exchange of bulletins in Vila Real.

The PS and PAN coalition in Oeiras, “Em Oeiras Todos Contam”, filed a complaint with the National Elections Commission (CNE) for alleged irregular transport of voters.

According to the PS, in Porto Salvo, unmarked vans used in the campaign Isaltino Morais with Inovar 25 stickers, they would be transporting people and instructing them to vote on that list. The same vehicle, no longer identified, was used on election Sunday. The CNE confirmed receipt of the complaint.

Socialist candidate under fire

The AD – PPD/PSD.CDS/PP coalition in Olhão filed a complaint with the National Elections Commission (CNE) against the PS candidate for City Council, Ricardo Veia Calé.

The accusation focuses on a video spread on social media on October 11, 2025, initially in private groups via WhatsApp and Messenger, and later on social networks such as Facebook and Instagram.

In the video, according to the coalition led by António C. Andrade, Ricardo Veia Calé encourages supporters to “make sure everyone goes to vote”, “go and pick people up at home” and “see what it takes for them to be able to vote”, quotes the .

For AD – PPD/PSD.CDS/PP, these declarations constitute an attempt at organized mobilization of voters with means not accessible to all candidacies.

The CNE will now have to analyze the complaint and decide whether there was a violation of the rules that regulate the campaign and voter mobilization.

Exchange of bulletins in Vila Real

In Vila Real, an exchange of ballot papers was detected at table 18 of the voting section and will be evaluated after the votes have been counted.

A source from the Vila Real City Council explained to the Lusa agency that batches of bulletins were delivered to three tables in this assembly, which mistakenly contained bulletins from other parish assemblies. At tables 9 and 19, the changes were detected before the polls opened and the situation was corrected. At table 18, the situation was detected only with the seventh voter, Therefore, it is not certain whether the previous bulletins used were correct or not.

The municipality said that all the ballots that were being delivered were immediately checked, explaining that the errors occurred at the time of printing by the printer and, later, at the time of verification by the chamber and polling station in question.

If ballots appear during the counting of votes that do not correspond to that Parish Assembly, they will be placed in a separate envelope and, during the general count, the responsible judge will decide what to do with the votes.

According to the CNE, the process will be evaluated and it will be up to the candidates and the general counting assembly to make a final decision on the matter, with the possibility of an annulment of the votes or a challenge.
