Lula’s package for 26 includes clash between government and Congress – 10/12/2025 – Power

The government will try to approve projects in the next two months to make up the president’s showcase () in 2026, but may face a hostile atmosphere not only from the opposition, but from a large part of the center.

The group led the way on Wednesday (8) and, from then on, became the target of social media again. The government also began retaliation on Friday (10), dismissing nominees of deputies who voted against the MP.

Despite nominally commanding 11 of Lula’s ministries, the center works mainly for the presidential candidacy of the governor of São Paulo, (Republicans).

Among the measures considered as priorities by the government until the end of the year are the People’s Gas MP, the US President Donald Trump’s MP and the PEC (Proposed Amendment to the Constitution) for Public Security.

In addition to these, this week there is a Congress session to vote on vetoes of, among others, in addition to analyzing the 2026.

There is a conflict surrounding the LDO forecast for parliamentarians in the election year. The rapporteur, deputy Gervásio Maia (PSB-PB), proposed that the federal government pay for the amendments by June next year, before the election.

The initiative goes against the government, which fears being left with a greater bottleneck in the Budget, and the tendency is for Lula to veto this obligation.

Centrão parliamentarians want to speed up the payment of amendments to try to ensure that the government does not prioritize allies, leaving only the release of funds for opponents until the end of the year.

The amendments, which in 2026 are expected to cost around R$50 billion, are the flagship in congressmen’s electoral campaigns.

Government officials also cite as a priority in Congress the analysis of the PEC (six days of work and one day of rest) and the adoption of zero fares on public transport, but the latter was never sent to Congress.

The end of the 6×1 scale lives more in discourse than in practice. Proposed in February by the deputy (-SP), the PEC has been parked in the same place until now, despite the topic being widely covered in PT and government propaganda.

In the opinion of PT members heard by the report, even though the situation in the Chamber is unfavorable to the government, some articles in Lula’s showcase should be approved because they have a strong popular appeal, such as the one dealing with the distribution of gas cylinders.

They point to as an example the vote in the Chamber to expand the exemption from the , on the 1st, and it is one of Lula’s main electoral flags — approval in the .

Despite the announced disembarkation of PP and União Brasil —who, however, maintain participation in the government—, some deputies from the base and also from the opposition point out that the setback in the vote for the MP could be something specific and linked to the issue of tax increases.

To avoid wear and tear, however, there are government party leaders advocating that the government contact Congress as little as possible. According to this view, the electoral balance for Lula on the networks and in the streets is more important than the results in Parliament.

PT deputies even say that the MP’s rejection of taxes generated a “BBB taxation” (a reference to banks, bets and billionaires), in addition to demarcating President Lula’s position on the side of the people and against the privileges of the richest.

Some deny, however, that the “Congress enemy of the people” campaign comes from the government, and many say they disagree with it, in a nod to the Legislature and the president of the Chamber, Hugo Motta (Republicanos-PB). This despite Lula saying the day after his defeat in the Chamber that he was very sad about a Congress that resists making the rich pay a little more tax.

This Friday, five regional superintendents linked to the MDB and PSD were dismissed.

A member of Planalto says that the allies were warned that the vote on the MP was decisive and that those who took a position against the provisional measure would choose to leave the government.

As a consequence, the superintendents of the Ministry of Agriculture in Pará, Paraná, Minas Gerais and Maranhão lost their positions. In the Ministry of Transport, the casualty was in the superintendence of the Dnit (National Department of Transport Infrastructure) in Roraima.

The dismissals caused dissatisfaction mainly in the PSD, according to deputies heard by the Sheet. A party leader classified the government’s action as “not very intelligent” and meaningless, as the party was the second party with the greatest support for the MP, behind only the PT.

The PSD directed a vote against the MP, in an action coordinated by the party president, Gilberto Kassab. MDB already declared a vote in favor. Both benches split, with votes divided between rejection and support for the government’s proposal to increase taxes to cover expenses.
