The Public Security Commission is expected to discuss this week the bill that establishes rules for the use of drones by security agencies across the country. The proposal, authored by senator Veneziano Vital do Rêgo (MDB-PB), provides guidelines for the use of this equipment in police and investigative operations. Among the measures, the text prohibits the coupling of weapons and the total automation of weapons, determining that control must always be carried out by a human operator. The project covers both unmanned aerial vehicles and remotely piloted aircraft, authorizing their use in situations such as investigating crimes, repressing drug trafficking and police pursuits.

The rapporteur of the proposal is the senator (Podemos-ES), who is currently on medical leave. The text had already been included on the commission’s agenda in 2024, but the vote was postponed. After the postponement, Senator Weverton (PDT-MA) presented a request to hold a public hearing, scheduled for Tuesday (14).

Weverton argues that the use of drones is essential for monitoring risky and difficult-to-access areas, ensuring greater safety and efficiency in operations. However, he emphasizes that the measure needs to be debated with caution to avoid conflicts with fundamental rights, such as intimacy, private life and the inviolability of the home.

The topic has gained prominence given the increasing use of drones in police operations in states such as São Paulo, where the equipment is used to monitor actions and disperse illegal gatherings, such as the so-called “pancadões”.
