Federal government plans 10 new highway concession auctions for 2026

Ten more highway concession auctions will be held by the federal government next year, said this Monday the general director of the National Land Transport Agency (ANTT), Guillherme Theo Sampaio.

This year the government promoted five auctions and another five are scheduled to take place by December, including two in October.

Among the auctions is the concession for the Fernão Dias highway, which connects São Paulo to Belo Horizonte.

“We are going to hold ten more highway auctions next year; there are some anchors like July 2 on BR116 in Bahia; there is another that connects Pernambuco to Bahia, there are optimizations in Paraná and Minas Gerais”, Sampaio told journalists during an event at FGV.

“We have a little bit of everything in the auctions. Of the auctions already held, we have 10 new groups, including operators, financial funds and the resumption of foreign investors. And we expect new entrants in 2026”, he added.

According to the general director of ANTT, the ten auctions in 2026 should enable investments of R$100 billion over the 30 years of the concession, with a large concentration of contributions in the first decade of the contracts.

The expectation occurs even in a high Selic environment. But Sampaio stated that interest rates “have been high for some time…Our model predicts that the rate of return for the investor captures long-term interest rates and is periodically updated…We have quality projects…balanced contracts with a good rate of return”, he stated.

Two railways are also expected to be auctioned next year. One of them is the one that will connect the ports of Espírito Santo and Porto do Açu, in Rio de Janeiro, in the first quarter of 2026. Another perspective of the federal government for next year is the concession of the so-called Ferrogrão, between Mato Grosso and Pará, which is under evaluation by the Federal Supreme Court.

Sampaio hopes that the operation of the Transnordestina railway between Piauí and Ceará will begin this month. Last week, the railway operated by a subsidiary of the CSN group received authorization for partial operation and, next year, the connection between the ports of both states should be made.

The general director of ANTT defended the financial autonomy of the agency, which this year has a budget of around R$300 million, although it collected R$1.2 billion in fees in 2024.

The agency has 1,100 employees and 500 outsourced employees. “Our original need is 1,800 servers,” he stated.
