The Government took another step towards the creation of Mill Parkwhich promises to revitalize the region of Champs Elyséesin the center of the capital. The project envisages transforming the area currently occupied by Favela do Moinho into a public park with integration with a train station and other modes of transport.
This Monday (13), Decree No. 69,942/2025 was published, which authorizes the Department of Urban Development and Housing to receive the area, currently owned by the Union. The measure is part of the land transfer process by the Superintendency of the Union’s Heritage (SPU), previously authorized by SPU/MGI Ordinance No. 4,997, of June 25, 2025.
With the new decree, the State is now awaiting the conclusion of federal procedures to officially receive the area and continue with technical studies and the implementation of the park. The project is part of an urban requalification plan for the center of São Paulo and is progressing in parallel with the resettlement of families from Favela do Moinho, which began on April 22.
According to the state government, 631 families — more than 70% of the total — have already left the area, with support from the Housing and Urban Development Company (CDHU). Parque do Moinho should become a new public space for leisure and coexistence, marking an important stage in the urban and social recovery of the central region of São Paulo.
