Haddad: We will have difficulty closing the 2026 budget without the IOF MP

The Minister of Finance, Fernando Haddadsaid this Tuesday (14) that deputies and senators already understand that there will be difficulties in approving the Pdraft Annual Budget Law without the resources provided for with the MP (provisional measure) with alternatives to the increase in the IOF (Financial Operations Tax).

Haddad participated in the morning hearing at the CAE (Economic Affairs Commission). On the occasion, the minister also highlighted that the National Congress already understands that, without the MP, there may be a need to cut parliamentary amendments.

“I see here in the Senate, but also from some leaders in the Chamber, now that the dust has settled, the understanding that this will have an effect on other processes, such as difficulty in closing a budget piece, the need to cut in priority areas, in amendments. This has effects. With the president’s return, we will sit down with the leaders to seek a solution for next year’s budget”, he said.

The minister also highlighted that it was an important assumption of the Annual Budget Bill, sent to the National Congress in August. The economic team estimated to raise R$17 billion with the provisional measure in 2026.

“I believe that there will be, from now on, towards the end of the year, an understanding that we have a budget forwarded on August 31st with some assumptions. MP 1303 was an important assumption. Let’s agree, it was very fair, including with regard to public bonds because it reduced the distance between what is paid by someone who acquires a public bond and what is paid by someone who acquires an incentivized bond”, he said.

Last week, the plenary of the Chamber of Deputies removed the MP (Provisional Measure) from the agenda with alternatives to increasing the IOF (Tax on Financial Operations), which made the consideration of the matter unfeasible.
