PF suspects more STJ employees and cites criminal link – 10/14/2025 – Power

It is suspected that as yet unidentified employees of the (Superior Court of Justice) have also participated in a court fraud scheme and intends to expand its investigations to locate who these people are.

The evidence is highlighted in a preliminary report by , which investigates irregularities committed in court offices and which mentions the reproduction of “typical patterns of action by criminal organizations”.

Currently, among the main people being investigated in the operation are three people who worked with ministers, but the PF is suspicious that this number is higher.

“The set of investigations carried out made it possible to identify, in theory, that the scheme was not restricted to Daimler, Márcio and Rodrigo Falcão employees nor to the Andreson/Zampieri nucleus, but integrated an organized structure aimed at manipulating judicial decisions, reproducing typical patterns of action of criminal organizations”, states the PF report obtained by Sheet.

In the document, there are indications that other people shared internal information with the lobbyist, the pivot of the investigations.

These suspicions were raised, above all, in processes that were under the rapporteur of Minister Isabel Gallotti.

In the investigation, they are already being investigated, who was Gallotti’s chief of staff, and Márcio José Toledo Pinto, who worked for the minister and other members of the court – and was.

The PF points out that Andreson’s interlocutors demonstrated full knowledge of the internal procedures of Gallotti’s office, “anticipating information regarding agendas and procedural movements even before their official release.”

“The dialogues indicate that the functional involvement was not restricted to Daimler, reaching other employees linked to the office”, says the police in the report.

“In light of these signs, the investigation will expand its focus to identify any other civil servants who may have participated in the negotiations and preparation of the minutes, through a detailed analysis of possible signs and codes camouflaged in the messages exchanged between the interlocutors.”

The police report’s main line of investigation is suspicions about actions that took place in the offices of ministers Gallotti (seven processes) and Nancy Andrighi (five processes) and also about the leak of information from , reported by minister Og Fernandes.

Marcio Toledo, who worked with Gallotti, also worked in Nancy’s office and is the main suspect of information leaks and having close relationships with Andreson. Another person being investigated is Rodrigo Falcão, who was Og Fernandes’ chief of staff.

No minister is investigated in the inquiry, which is being conducted by the (Supreme Federal Court).

When contacted, minister Nancy Andrighi states, in a note from her office, that “she has already provided information to the press, in 2024, about the processes” and that “accountability processes are underway, so that the facts are duly clarified and those responsible are punished in an exemplary manner”.

Minister Isabel Gallotti stated that she “does not know the content of the investigation, because it is being carried out in secret, and that her office is available to assist, in any way necessary, so that the facts that occurred can be fully investigated and everyone involved held accountable.”

Asked if he would like to speak out, minister Og Fernandes stated that, “respecting the right to a contradictory process, whoever commits an illegal act must assume the appropriate legal consequences”.

The defenses of Daimler and Falcão were contacted, but did not speak out. The report did not locate Marcio Toledo’s defense.

In the report, procedural movements and financial movements of suspects are compared with exchanges of messages between lawyer Roberto Zampieri, murdered at the end of 2023, and Andreson.

In addition to the three ministers’ assistants who are the targets of the investigation, other people who have not yet been identified or who internally accessed the processes are also mentioned as possible targets for future investigation.

The police analysis also makes other observations. For example, when analyzing the content of lobbyist Andreson’s cloud data, the PF identified that a contact saved with Daimler’s name was not the cell phone number of the chief of staff, but of a lawyer.

The police emphasize, however, that “the practice of saving telephone numbers under the names of third parties is a recurring practice in contexts of concealment and dissimulation of illicit acts, precisely to detect any link between the real interlocutor and the communications maintained”.

In the case in question, say the police, the elements indicated that, although the line was in someone else’s name, “the practical control of the terminal and the conduct of negotiations were, in fact, the responsibility of the Daimler employee, then chief of staff to Minister Isabel Gallotti”.

“This hypothesis is strengthened by the content of the messages and the temporal correlation with other investigative findings, which had already been pointing out Daimler as a central link in the flow of information and values ​​in favor of the investigated group.”

In the case of the suspected leak by Og Fernandes’ former chief of staff, the PF is still unclear as to whether Falcão had actually leaked minutes to Andreson. This is because the PF works with the possibility that an Og decision that was on the lobbyist’s cell phone was false.

The PF, however, is still investigating whether other information related to Faroeste was passed on.

The data obtained from the cloud on Andreson’s cell phone, say the police, confirms his status as an organizer of judicial manipulations and also brings new relevant elements as evidence.

“Among them, the contacts maintained with civil servants, chiefs of staff and magistrates stand out”, states the report.

Andreson in the interior of Mato Grosso, since July. Zanin authorized house arrest after a positive opinion from the (Attorney General’s Office) for the lobbyist’s release from a federal prison in Brasília, due to his state of health. His defense has not commented on information about the operation.
