The President of the Senate, Davi Alcolumbre (União)stated this Tuesday (14) that he was waiting for the text of the Dosimetry PL, of which the deputy Paulinho da Força (Solidarity) is rapporteur, and proposes the review of the penalties applied to the invaders of Praça dos Três Poderes.

When asked by journalists whether the project has a chance of moving forward first in the Senate than in the Chamber of Deputies, Alcolumbre replied: “I’m waiting for Paulinho.”

On the other hand, after negotiations with benches and behind-the-scenes conversations, deputy Paulinho da Força is fine-tuning the bill’s report,

The parliamentarian has said that the text will be limited to a reduction in sentences, in order to guarantee a majority in Congress and overcome resistance to the matter among the powers.

The expectation is that the text will first be released to party leaders before being officially filed in the House system.

Even without a plenary vote expected, the opposition believes that this week could represent an opportunity to resume the debate on the proposal.

It is worth remembering that, after months of impasse and intense pressure from the opposition.

However, recent discussions focus on the possibility of reducing sentences applied to those convicted of undemocratic acts. The opposition, in turn, is pressing for a more comprehensive text, which would also benefit former president Jair Bolsonaro (PL), convicted

The leader of the PL in the Chamber, deputy Sóstenes Cavalcante (RJ), stated that the party will present a “highlight of preference” to try to return to the original text of 2023, which granted a “broad, general and unrestricted amnesty”, if the new report only deals with the dosimetry of penalties for crimes against democracy.

Behind the scenes, there is concern about the proceedings in the Senate. The recent rejection of PEC (Proposed Amendment to the Constitution) of Blindagem by senators increased distrust between the two Houses.

Party leaders complain about an alleged breach of the Alcolumbre agreement and fear that the same will happen again in the case of amnesty.

“Making peace with David [Alcolumbre, presidente do Senado]we solved 90% of the problems”, said Paulinho last Wednesday (8).

The parliamentarian was chosen as rapporteur for the proposal almost a month ago — the designation was made by Hugo Motta on September 18th.
