The Constitution and Justice Commission (CCJ) of the Legislative Assembly of the State of Acre (Aleac) approved this Wednesday (15) the Bill authored by deputy Adailton Cruz, which establishes technical and social criteria for the installation of Specialized Reference Centers for the Homeless Population – the POP Centers – within the State.
The proposal comes amid the debate over the recent change of address of the POP Center in Rio Branco, which generated an impasse between the city hall, traders and residents of the new region. According to the parliamentarian, the case reinforces the need for planning, dialogue and social responsibility in the implementation of units aimed at populations in vulnerable situations.

According to the approved project, the installation of POP Centers must follow a series of objective criteria, including:
• Holding a public hearing at least 90 days in advance, ensuring community participation;
• Preparation of a technical social, economic and public safety feasibility study;
• Demonstration by the Social Assistance and Public Security Councils;
• Definition of a qualified service management plan, with clear goals for the social reintegration of those assisted.
The text also determines that the new units are not implemented in strictly residential or high-density commercial areas, seeking to avoid social and economic conflicts, without compromising the right to assistance for the homeless population.
“Protecting the dignity of these people must be done in an integrated, balanced and responsible way, respecting both those who need reception and the families and workers who live in the affected communities”, added the deputy.
The parliamentarian also reinforced that the project is not punitive in nature, but preventive and organizing, ensuring that public authorities act based on data, planning and popular participation.
With approval by the CCJ, the project goes to a plenary vote. If definitively approved, Acre will have its own legislation that regulates the installation of POP Centers, guaranteeing transparency, social dialogue and security for everyone involved.
