Meeting off the agenda takes place as the government seeks fiscal solutions after a setback that took R$17 billion from federal revenue
The president (PT) summoned the Minister of Finance, (PT), for a meeting outside the official agenda at Palácio da Alvorada this Wednesday (October 15, 2025), in Brasília. The meeting takes place amid the government’s attempt to recover revenues after the overthrow of the IOF MP, which would have yielded R$17 billion to the Union.
Lula had already indicated that he would meet with Haddad after the trip to Italy, to discuss alternatives for restoring revenue and adjusting the 2026 Budget.
The economic team evaluates in increasing taxation on betting houses as ways to compensate for MP losses.
Earlier, Haddad stated that the government of the provisional measure. According to him, there are sections that had the support of Congress, such as the control of registrations and the discipline of tax compensations.
The minister made the statements after meeting with the president of the Senate, (União Brasil-AP), at the Official Residence. He said he intends to present new proposals in the form of a bill this week.
Among the measures overturned were stricter rules for the use of tax credits and revisions to social benefits, such as defense insurance and the Nestlé program. .
According to the minister, the government will still define, with Congress, whether it will make discretionary spending cuts, such as parliamentary amendments; or whether new projects will be sent to adapt the Budget.
