Lisbon tourism is stagnating: “Sky is not the limit”

Growth limited by airport capacity, increased hotel supply and operational challenges in border control. But the capital’s hotels remain firm on prices.

The tourism sector in Greater Lisbon is beginning to show signs of stagnationaccording to recent data from the Portuguese Hotel Association (AHP).

Occupancy rates and average prices in hotels, which had been growing consistently in recent years, are now entering a cycle of deceleration, driven by infrastructure limitations and the increase in the supply of accommodation in the city.

Cristina Siza Vieira, executive vice-president of AHP says very directly: “room for growth is limited”and explains, according to , that the capacity of Portela Airport continues to be a restrictive factor.

Added to these limitations is the entry into the market of approximately 2,400 new accommodation units planned for next year, says the person responsible.

“We now expect a slowdown in supply that will grow by around 2%, it is a big is compared to 6% in the previous year. Supply was growing at a faster rate last year and there is a drop because it is not possible to grow much more. Sky is not the limit”, said Cristina Vieira.

The study “Summer Balance & Autumn Outlook 2025”, carried out by AHP, indicates that the occupancy rate in the region fell slightly compared to the previous year and that the growth jumps seen in recent years tend to stabilize. Even so, a significant reduction in hotel prices is not expected.

The survey reveals that, during the summer months, Lisbon recorded the sharpest drop in prices in June. The slowdown is common across the country, with the exception of Algarve and Madeira.

The , which recently came into force for non-EU citizens, has also affected the experience of those visiting Portugal.
