President of Caixa cites focus on the middle class at Lula’s request

According to Carlos Vieira, the bank should release R$40 billion more in real estate credits over a period of 1 year

The president of Caixa Econômica Federal, Carlos Vieira, said that the bank will once again focus on the middle class. According to him, R$40 billion in real estate credits should be released over a period of 1 year.

The president’s government (PT) announced last week one focusing on the middle class. The financing will be aimed at homes worth up to R$2.25 million, with an interest rate of 12% per year. Previously, the maximum value was R$1.5 million, a level that had not been changed since 2018.

Over the next 12 months, Caixa will have around R$40 billion more in real estate credit. We are in a transition phase. At the end of 2026, the evaluation will be carried out and the new model will be definitively implemented. The idea is to release the entire compulsory deposit. We are very satisfied with this and we really believe in this model”said Vieira in an interview with the newspaper published this Thursday (October 16, 2025).

The president of Caixa stated that the focus on the middle class was a request from Lula. “I don’t think it’s illegitimate. That’s why it was created [para famílias com renda mensal de R$ 8.600,01 até R$ 12.000]. And now there is this SBPE complement [Sistema Brasileiro de Poupança e Empréstimo, recursos da poupança usados no crédito imobiliário], but it’s not just for the middle class”these.

DISMISSAL

Asked about layoffs in high-level positions at Caixa held by political leaders, Vieira replied: “Trust function is trust function. We have the autonomy of the company’s Board of Directors, which makes this decision. It’s normal for a company”.

According to him, one cannot “make a direct correlation” between the defeats of the government in Congress or the Centrão parties during the Lula administration.

Regarding his future at Caixa, Vieira said: “I didn’t turn in my vacation notice. I can even deliver. But I didn’t deliver”.

BETS

Vieira said that Caixa is preparing to enter the betting market. “We are getting ready to launch at the end of November. It is a new market, and Caixa is an entrant. We want to be an important player. The estimated revenue is between R$2 billion and R$2.5 billion for next year”he declared.
