President of CFM states that federal government initiatives, such as Município Mais Seguro, overload city halls and do not bring new resources
The president of the CNM (National Confederation of Municipalities), Paulo Ziulkoski, declared that the entity was not consulted about the program, which the government (PT) is expected to launch on Wednesday (23.Oct.2025) to finance actions by municipal guards. The project, worth R$65 million, will be carried out by the Ministry of Justice and Public Security.
The statements were made in an interview with Poder360 this Monday (October 20, 2025). Ziulkoski said that the CNM represents 5,200 municipalities and that the announcement was made without dialogue. “As we were not invited, we have to see what the content of this program is. Normally, these programs only screw city hall and citizens”he stated.
The leader fears that the plan will follow the model of other federal actions that, according to him, burden municipalities. He cited Mais Médicos as an example: “The municipality provides housing, transportation and food for the doctor, and the Union pays the grant. But the money comes from the municipal health fund itself. It’s a crime in quotation marks”.
Ziulkoski also criticized education programs. “They make an amendment saying that 10% of Fundeb [Fundo de Manutenção e Desenvolvimento da Educação Básica] going full shift this year. Next year, it will be 4%. It’s not new money from the Union. The municipality is the one who pays”he declared.
He also cited the approval of a project that grants special retirement to community health workers, a measure that, according to the CNM, will have an impact of R$70 billion for the municipalities.
“They approve benefits without a source of funding. In this measure alone, the impact is R$70 billion for the cities. The Union spends little and transfers the entire burden to the municipalities”, these.
For Ziulkoski, there are more than 200 programs that transfer burdens to cities without increasing federal resources. “This comes from the Fernando Henrique government [Cardoso]. These are programs that destroyed municipal management and, in the end, harm the citizen”he stated.
“I have no doubt that this municipal guard will be another program that is booming in the municipality. We respect the government, but it will show, with numbers, the real impact of these decisions at the end”he completed.
