This Monday, the INSS CPI hears lawyer Tônia Galleti, a former member of the National Social Security Council (CNPS), who told GLOBO that she personally alerted former Social Security Minister Carlos Lupi about the problem of undue discounts for retirees shortly after taking office in January 2023.
At the meeting, Lupi, who was accompanied by advisors, promised to investigate what was happening, but nothing was done, according to the lawyer.
In one of the summons requests, from senator Izalci Lucas (PL-DF), the parliamentarian says that Galleti “tried to formally guide the discussion on the proliferation of fraud and the urgent need to regulate Technical Cooperation Agreements (ACTs) signed with associations and unions”.

Still according to the parliamentarian, her action “represented a unique opportunity to stop the bleeding” in the INSS.
“The testimony of Mrs. Tonia Galleti is essential for this Parliamentary Inquiry Commission to accurately map the chronology of the knowledge of the facts by the highest Social Security authorities, as well as the political articulations that resulted in the maintenance of a lax regulatory environment conducive to the crimes being investigated” noted the senator.
Also this Monday, the commission hears Felipe Macedo Gomes, former president of the Amar Brasil association, one of the entities investigated for participating in the billion-dollar fraud scheme against retirees.

In one of the requests that deal with Gomes’ summons, senator Damares Alves (Republicanos-DF) records that the Federal Police’s Operation Without Discount, “revealed a sophisticated criminal scheme involving class entities, lobbyists and civil servants”.
“Investigations point to the use of illegal mechanisms, such as so-called parallel biometrics, which enabled undue discounts on social security benefits, as well as the irregular capture of personal data from policyholders.”
