The deputy (União-AL), CPI rapporteur for , presented this Monday (20) a list of payments made by the National Union of Retirees, Pensioners and Elderly People (Sindnapi) to the same family. According to the rapporteur’s data, relatives of the union’s former president received R$20 million over a period of five years. The data were presented during testimony by lawyer Tonia Galleti, former member of the National Social Security Council (CNPS) and coordinator of Sindnapi. Galleti is the daughter of former union president João Batista Inocentini and reacted angrily.
Gaspar presented an infographic showing that her husband, Carlos Afonso Galleti received R$11 million from Sindnapi through an office he has in partnership with his wife through the company Gestora Eficiente Ltda. In addition, Tônia’s cousin and brother-in-law received another R$11 million together. “From the office, to receive the R$3 million or so that you mentioned, there were more than 17 thousand cases handled by the office. There is work. The lawyer works and receives”, he stated.
She continued with the complaints under the guidance of the rapporteur, but admitted that there may have been “a certain immorality” in having so many family members linked to Sindnapi. “If my cousin received this, I don’t have the slightest responsibility for it, I didn’t even know. I’m even angry, because she was my employee. How did she receive more than me?”, he asked. “I get very indignant when people want to throw the blame on me that I’m naughty, a thief, I didn’t work. I won’t admit it. I’ll go to extreme lengths to prove it”
“Whoever put you at the epicenter of the problem is called the Federal Police,” replied Gaspar. Galetti was one of the first people to report the fraudulent scheme of unauthorized retirement discounts to senior members of the INSS and the Ministry of Social Security. The warning was made at a CNPS meeting, in June 2023. “We were aware of several entities acting inappropriately and that it was important that this was dealt with at the council level and it was necessary to provide councilors with documents that showed the growth curve”, he stated.
During the hearing, she said that some measures were taken by the INSS after she made the alert, in 2023. “They opened – or at least said they opened – a procedure to investigate entities, they said they sent a letter to the PF to inform some things”, she stated. To the INSS CPI, Galleti also said that she had made other warnings since 2019. She said she did not remember all the people to whom she made this warning, but she remembered speaking to José Carlos Oliveira, who ended up becoming Minister of Social Security during the government of former president Jair Bolsonaro (PL).
Her relationship with former minister Carlos Lupi was also the topic of the hearing, due to Lupi’s divergent statements. In April, he had said at a hearing in the Chamber that he was her friend – to the CPI, in September, he denied the friendship. Galleti said she is not friends with Lupi, but said he is “a great person.”
