Lula appoints Guilherme Boulos as General Secretariat of the Presidency

President Luiz Inácio Lula da Silva announced this Monday (20) the appointment of federal deputy Guilherme Boulos (PSOL-SP) as the new minister of the General Secretariat of the Presidency.

The department is responsible for the government’s dialogue with social movements, an area considered strategic for the government in the pre-election year.

Boulos replaces Márcio Macêdo (PT-SE), who held the position since the beginning of Lula’s third term, in January 2023.

At 42 years old, Boulos is one of the main leaders of the Brazilian left and a prominent figure in the PSOL. Graduated in Philosophy and Master in Psychiatry, he is also a teacher and psychoanalyst.

His political trajectory includes candidacy for the Presidency of the Republic in 2018 and for mayor of São Paulo in 2020 and 2024, in addition to being the federal deputy with the most votes in São Paulo in 2022.

The General Secretariat is among the ministries located at Palácio do Planalto, which facilitates direct contact with the president.

Boulos’ appointment reinforces the government’s strategy of strengthening ties with social movements, especially in view of the 2026 presidential elections, when ministers who wish to run will need to leave their positions by March.

Márcio Macêdo, who leaves the department after almost three years, played an important role in the PT’s political articulation and in organizing events such as the G20 Social in Rio de Janeiro in 2023.

However, it faced criticism last year after President Lula expressed dissatisfaction with the low turnout at a Labor Day event in São Paulo.
