The Federal Police asked the Minister of the Federal Supreme Court (STF) Alexandre de Moraes to open a new investigation to determine whether the former International Affairs advisor to the Bolsonaro government, Filipe Martins, simulated a false entry into the United States at the end of 2022 aiming to “discredit the evidence” of the STF investigations.
Filipe Martins’ preventive detention was ordered by Moraes in 2024 based on immigration records from the United States government which indicated that the former presidential advisor entered that country with Jair Bolsonaro’s entourage on December 30, 2022 and a possible risk of escape resulting from that trip. Martins, however, always denied having entered the USA at the time and said he remained in Brazil.
More recently, Donald Trump’s government announced that it had carried out a review of the records and concluded that Filipe Martins’ entry did not occur. After being questioned by Moraes, the Federal Police suggested opening this new investigation and pointed out that the confusion surrounding the matter could be part of a strategy to discredit the investigations, along the lines of the actions of digital militias.

“Strictly speaking, the registration of FILIPE MARTINS PEREIRA’s entry into the United States, even on an indicative basis, reveals the possibility that members of the criminal organization, intentionally abusing diplomatic prerogatives, have used the differentiated migration procedure related to delegations of heads of state, in which there is no physical presence of members of the presidential delegation before the immigration authorities, with the purpose of simulating a false entry of FILIPE MARTINS in North American territory”, wrote the PF.
According to the investigators, this circumstance “has been used as a practice of new embarrassing actions, taken as a strategy to discredit the evidence and the authorities that acted in the criminal prosecution”.
“Given the impossibility of exhausting, in this letter, all the elements involved, and, furthermore, considering the seriousness of the facts found, the Federal Police suggests to Your Excellency the establishment of a specific investigative procedure, with due sharing of the evidence already produced”, proposed the PF.
