Gilberto Nascimento Jr. reserved funds for infrastructure, mineral water and snack kits at demonstrations on Avenida Paulista

The councilor (PL-SP), from the São Paulo City Council, directed R$478 thousand in parliamentary amendments to support 3 acts carried out in 2025 on Avenida Paulista in favor of the former president (PL).

Public resources released via financed structures, mineral water and snack kits for pro-amnesty protesters for those convicted of attempted coup d’état, as revealed by the portal this Wednesday (22.Oct.2025).

The episode contradicts a recurring argument from Bolsonarists and right-wing politicians, who in their demonstrations shout slogans such as “I came for free” and accuse the left of providing “mortadella sandwiches” to mobilize supporters.

The PL councilor only used the term “event” to describe the destination of resources in requests for protests that were held on the following dates: April 6th (R$ 190 thousand), June 29th (R$ 142,754.11) and August 3rd (R$ 145,710.92).

A joint ordinance from the Municipal Secretariat of the Civil House and the Municipal Secretariat of Government, dated December 11, 2023, establishes that “under no circumstances will requests to execute amendments relating to the carrying out of partisan actions be evaluated”.

Official notes

He is the son of the federal deputy (PSD-SP), leader of the evangelical bench in the National Congress and an ally of Malafaia. In a note sent to Poder360São Paulo City Hall, led by Ricardo Nunes (MDB), an ally of Bolsonaro, stated: “The parliamentary amendment requests from this municipality the support of infrastructure, such as fences, ambulance and chemical toilets, necessary to hold the event. It is up to the city hall, through the competent bodies, to guarantee public order, safety and physical integrity of the participants, regardless of the theme or nature of the event.”

The councilor’s office also expressed itself in a note: “The city of SP constantly hosts large events that require equipment to organize crowds and maintain order and public safety. In the best interest of the municipality, we sent resources to hire fences and observation towers (requested by the PM), cable glands, mineral water, chemical toilets, ambulances, etc. The amendments met all legal requirements for the release of resources.”

The demonstrations were organized by the association “Movement in the Streets – Avec”. Avec is the Vitória em Cristo Association, owned by pastor Silas Malafaia. O Poder360 sought Malafaia’s advice, but did not receive a response until the publication of this text. The space remains open for demonstrations.
