This Wednesday, the Senate approved a project that guarantees the right to free hand luggage, in specific sizes, on national and international flights. As it was processed on a final basis in the Constitution and Justice Committee (CCJ) of the House, the text goes directly to the Chamber.
The movement shows the Senate’s anticipation on the topic, as the Chamber approved this Tuesday the request for an emergency regime for a project that deals with the same topic.
According to the author of the proposal, senator Randolfe Rodrigues (PT-AP), the resolution of the National Civil Aviation Agency (Anac) that deals with the matter leaves gaps for additional charges to be made.

Recently, two national companies started charging an additional fee to accommodate hand luggage in the overhead bin of aircraft on international flights. According to Anac, they do not charge for backpacks that go under the seats. Domestic flights are free of carry-on baggage charges.
The text approved by the Senate “ties” the dimensions of baggage exempt from charges. It is established that companies must allow a “minimum free allowance of ten kilos of hand luggage per passenger”, measuring 55cm×35cm×25cm. Anac’s resolution speaks of a “minimum allowance of ten kilos”, without specifying that it needs to be free.
On Tuesday night, the Chamber approved the urgency of a project on the same topic. The original text guarantees luggage weighing up to 10 kg and one personal item free of charge on domestic and international flights. The dimensions and other details will be discussed in a meeting today between the project rapporteur and Anac.

Motta in favor of the project
During the vote on the urgency of the Chamber’s project this Tuesday, the president of the House, Hugo Motta (Republicanos-PB), classified the charge for hand luggage as “abusive” and recalled former president Jair Bolsonaro’s veto of a similar project, approved in 2022.
— We approved a project that prevented charges for checked baggage, and it was vetoed on the grounds that it would make airline tickets cheaper. What we saw was just the opposite. Also charging for hand luggage is an abuse — he said.
