Maracanã could be sold to pay off State debt

Alerj report includes the stadium among 62 properties that can be used to reduce debt of R$12.3 billion

The government of the State of Rio de Janeiro may include the Maracanã Complex among the properties subject to sale to pay off part of the state debt, estimated at R$12.3 billion, due in 2026.

The was formalized in a report prepared by a working group from Alerj (Legislative Assembly of Rio de Janeiro), led by the deputy (PL), and published on Wednesday (22.Oct.2025).

The document reviews and proposes adjustments to the list of public assets that can be used to pay the debt with the Union. According to Alerj, 30 new addresses were included in the list and 16 were removed, totaling 62 properties.

Among the excluded assets are the Caio Martins Sports Complex, in Niterói, and the Military Police Battalion in Leblon, in the south of Rio. The Maracanã Complex is now part of the group of assets that may be sold.

During the discussion of the report at the Constitution and Justice Committee, the deputy (União Brasil) declared that the measure could reduce State spending.

According to him, “the government pays a fortune for the maintenance of the Maracanã Complex, without a long concession. The Executive spends, on average, R$1 million on each match held at the stadium”.

Flamengo and Fluminense in September 2024 signed a contract with the state government, formalizing the concession for 20 years. In the consortium structure, Flamengo holds 65% of the equity stake, and Fluminense, 35%.

At the time, the governor (PL) stated that the management expected to raise R$186 million in investments in the complex.

In October 2025, the Civil House of the State of Rio de Janeiro began a technical analysis of the possibility of Maracanã. The initiative came from the clubs.

The Alerj text also mentions that part of the areas close to the stadium, such as Aldeia Maracanã, has no defined social destination, which would reinforce the inclusion of the complex on the list.

“Aldeia Maracanã is a space measuring 14,000 square meters, which is now a slum, and there are already reports from several public bodies that demonstrate the precariousness of the place”said Amorim, president of the CCJ.

Among the 62 properties listed, 24 are in the north zone, 18 in the center, 9 in the south zone, 4 in the southwest zone, 3 in the port zone and 1 in the west zone. Another 2 addresses are outside the capital – 1 in Niterói and another in Cachoeiras de Macacu.

The federal program (Program for Full Payment of State Debts) allows public assets to be used to reduce amounts owed to the Union. In the case of Rio, the government seeks to accelerate adherence to the plan and reduce future financial burdens.

The report must now go to a vote in the Alerj plenary. If approved, it will be up to the state government to define the alienation model —sale, concession or public-private partnership— and the conditions for transferring the listed properties.
