The MDB (Brazilian Democratic Movement) launched this Wednesday (22.Oct.2025) the plan “Brazil needs to think about Brazil”, a document written in partnership with FUG (Ulysses Guimarães Foundation), linked to the party. The text presents guidelines for 2026, the election year.
O Poder360 on October 16, excerpts from the plan. The text was presented during an event with party leaders in Brasília. The measures are similar to the “Bridge to the Future” plan, designed by the former president (MDB) around 10 years ago, while he was vice-president. Here is the document (PDF-49 MB).
According to the national president of the MDB, deputy (SP), the project addresses the extreme positions of current politics and determines the party’s priorities, such as basic education, the uniqueness of the public security system, the sustainability of the State and economic stability.
“Our country has a political debate that goes to extremes. This political debate does not include the life of real Brazil. This Brazil has lost the ability to have the forum to hold these debates and start the debate with what is agreed upon. The environment became inhospitable, undesirable, angry because it had to start with the other’s offense. This Brazil is not what we want”said Alceu Moreira, federal deputy for Rio Grande do Sul and president of FUG.
The preparation of the booklet was also coordinated by the former minister and former president of the Chamber of Deputies, Aldo Rebelo. The project had the collaboration of around 8,500 supporters from 22 federative units over a period of 6 months.
The launch event was attended by state MDB leaders and congressmen from the base, as well as the Minister of Planning and Budget, Simone Tebet, the Minister of Cities, Jader Filho, the Minister of Transport, Renan Filho, the Mayor of São Paulo, Ricardo Nunes, and former President José Sarney, all affiliated to the party.
Program highlights
The document provides economic and political guidelines that should guide the MDB in the coming years.
Here are the main points:
- Reforms – support for a new pension reform and that of (PSD-RJ); the text defends reducing benefits from the Judiciary and preventing the self-granting of “hangings” in any Power;
- Fiscal balance – the MDB proposes to avoid new taxes, reinforce (Fernando Henrique Cardoso’s) economic tripod (surplus, floating exchange rate and inflation targets) and use the debt/GDP ratio as a limit on public spending;
- States and municipalities – support for the 2023, which defines limits for court orders and new deadlines for paying social security debts in installments; the text suggests governance criteria for adhering to the plan;
- OECD – the MDB defends that Brazil’s membership is a strategic priority, with a pragmatic and non-ideological stance in international relations;
- Agri-environmental power – the plan includes strengthening regional hubs close to producing areas, integrating logistics corridors, clean energy, agricultural insurance and research, to consolidate the country as a “agri-environmental power”.
