Deputy Paulinho da Força (Solidariedade-SP) stated that he regretted having taken on the role of rapporteur on the amnesty project for those involved in the acts of January 8th. The statement was given in an interview with the portal UOL.
According to him, the text is “ready in mind”, but there is no consensus between political leaders and Judiciary authorities to allow the proposal to move forward.
Paulinho was appointed rapporteur on September 18, with the expectation of creating a text capable of pacifying the issue in Congress. Since then, he has met with party presidents, party leaders and family members of those arrested for the coup acts, but negotiations remain fruitless.

The main point of divergence is the scope of the amnesty. The opposition defends that the project is broad, general and unrestricted, including former president Jair Bolsonaro (PL) among those who benefit.
Paulinho, on the other hand, is working on a proposal that provides for a reduction in sentences, but not the total pardon of those convicted, an initiative that he has called the “dosimetry project”.
The proposal, still under preparation, suggests changes to the Penal Code to allow for the review of sentences applied to defendants convicted of crimes related to the attempted coup d’état.

The negotiations, however, face resistance in the Senate and among benches in the Chamber, which has prevented the text from being concluded. When asked about the topic, the deputy stated that today he “would not accept the report again” given the difficulty of reaching an understanding.
To date, the project has not been officially filed and there is still no date for it to be presented to the plenary.
