In 2026, the salaries of public servants will undergo significant changes. The Government announced an update that aims to keep up with inflation and the increase in the cost of living, reinforcing the income of lower income brackets.

Update differentiated by tiers

According to the Economy and Finance website, the increase will mainly affect employees who earn less, with a fixed increase for those in the ranks up to around 2,631 euros gross.

This increase places the minimum wage for the public sector above the national minimum wage for the private sector, which will be 920 euros, with the difference remaining subject to IRS.

According to Economics and Finance, the new minimum wage for the civil service in 2026 will be 934.99 euros, representing an increase of 56.58 euros compared to 2025, which is equivalent to an increase of 6.44 percent.

If there are no changes in the negotiations, this value will correspond to level 5 of the single remuneration table for 2026.

For salaries above this limit, the update will be applied as a percentage, ensuring that higher incomes also follow the average evolution of remuneration in the public sector. This differentiation seeks to maintain a fair and proportional progression between all levels.

Forecast of increases until 2028

The agreement also provides for annual increases for the coming years. In 2027 and 2028, the brackets up to 2,631 euros will have, at least, an increase of 60.52 euros per year.

For the upper echelons, increases will continue to be 2.3 percent annually, ensuring stability and strengthening purchasing power.

According to , these changes come in a context of negotiations closely monitored by unions, with the aim of ensuring that increases not only reflect inflation, but also contribute to reducing inequalities between careers and levels.

Although there may still be adjustments during the negotiations, the update now announced creates a clear reference point for 2026, allowing the real impact on the net income of public employees to be anticipated, subject only to taxation on the difference compared to the minimum wage in the private sector.

These measures fulfill the Government’s commitment to ensuring that civil servants at the lowest levels do not fall behind the private sector, reinforcing the State’s competitiveness as an employer and salary stability for the coming years.
