For , the proposal determines the distribution of 16 functions for each of the offices of the ten ministers – excluding here that of the minister president. The measure according to the former president of the STF, Luís Roberto Barroso, has the objective of “value and retain more experienced and specialized employees, especially in ministers’ offices, where more complex processes are analyzed”.
Em conversation with journalists, the president of , Herman Benjamin, said that “the Court’s continuous effort to reduce the collection [processual] requires greater qualification of servers to deal with more diverse and complex cases. […] It is, therefore, necessary to increase the value of commissioned functions that are located in offices, encouraging the retention of more qualified professionals to assist ministers”.
Both projects generated disagreements among congressmen. The opposition argues that the Judiciary already impacts the budget too much, while the government says that rejecting the projects would increase tension between the Powers.
