The year 2025 is coming to an end and the government has not yet paid even 5% of the commissions, those that are freely executed and which, therefore, are .

There was a change in the release rules, requiring minutes of committee meetings to approve amendments and indicate the allocation of resources to the Executive.

As a result, R$5.59 billion of the R$11.5 billion current allocation has so far been committed (reserved in the budget), but only R$391 million has been paid (or 3.4% of the total). According to available data, R$2.2 billion were committed in September and R$3.386 billion in October. Of the resources actually paid, R$382.2 million was allocated to financing medium and high complexity outpatient and hospital services.

The slowness in releasing the resources caused parliamentarians to pressure the government and give it a week for the funds to be released.

The commissions have approved lists of amendments that must be committed by the government, including the name of the author of each one. Government members claim that payments are being made as they become available and highlight that the amendments only went to the ministries at the beginning of September.

The resources have the same requirements as an agreement, with the need for a work plan that must be approved individually by each granting ministry, they argue.

When contacted, the SRI (Secretariat for Institutional Relations) states that the “parliamentary amendments are committed and executed in accordance with the law and the decisions of the STF”.
