Government defines new fuel reference values

Updated prices come into force on November 1st and are the basis for calculating ICMS

Confaz (National Council for Financial Policy) defined the new values ​​of the PMPF (Weighted Average Price for the Final Consumer) of fuels for the entire country. They serve as the basis for calculating ICMS (Tax on the Circulation of Goods and Services). Updated prices come into effect on November 1st. The measure was published in this Friday’s edition (24.Oct.2025) in the DOU (Official Gazette of the Union). Read the do document (PDF – 197 KB).

The PMPF does not determine the final price paid by the consumer at gas stations, but acts as a reference for calculating the ICMS on fuels. State tax is levied on this average value, directly impacting the cost for drivers.

The table presents values ​​for different fuels. AEHC (hydrated ethyl alcohol fuel), ethanol, is the only one with an average price defined in all units of the Federation.

In addition to AEHC, there are also values ​​for QAV (aviation kerosene), CNG (vehicular natural gas), GNI (industrial natural gas) and fuel oil.
