Favorite to be nominated by President Luiz Inácio Lula da Silva for a vacancy on the (Supreme Federal Court), the Minister of Attorney General of the Union, , was on the front line of a long strike in the category in 2008, which put him in conflict with the then head of the body, Dias Toffoli. Both could soon be colleagues at court.
A career civil servant at , Messias was general secretary of the National Forum of Federal Public Advocacy, which asked for a 30% increase for the category, and even organized events in front of the Palácio do Planalto.
Citing budgetary restrictions, Toffoli, at the time, toughened up and ordered the strikers to cut their points, in addition to taking action in Federal Court to put an end to the movement.
At the time, Messias said the category was calm. “We are confident about the legality of our movement and we will contest it in due time,” he stated.
The Federal Regional Court of the 4th Region ruled in favor of the strikers and considered the strike legal. The strike lasted until March, when there was an agreement between the government and the category. When contacted, Messias declined to comment on the matter.
