Lincoln Gakiya’s name returned to the center of investigations into the First Capital Command (PCC). Prosecutor for more than two decades and one of the main references in the fight against organized crime in São Paulo, Gakiya has lived for more than ten years under permanent escort from the Military Police, a routine imposed by successive death threats made by the faction’s leadership.

The prosecutor is known for having requested, in 2018, the transfer of Marcos Willians Herbas Camacho, Marcola, top leader of the PCC, to a federal prison in Brasília, a measure that weakened the organization’s command structure and increased the level of risk to its own safety.

Routine under protection

Since then, Gakiya has lived under tight security, accompanied by elite groups of the PM. In a recent interview, he stated that he is considering asking for political asylum after retirement, claiming he has no guarantees of protection outside of active service.

“If there is no guarantee of security, people like me would have no other option than to ask for political asylum abroad. We would be putting our lives at risk within our own country”, declared the prosecutor, mentioning Europe and the United States as possible destinations. The speech took place.

The most recent threats were recorded in 2020, when the police found a letter in Presidente Bernardes Penitentiary 1 with direct orders from the PCC to kill him. The plan would be in retaliation for the transfers of leaders to federal units. In 2018, two women had been arrested with similar messages, which mentioned Gakiya by name.

Operation Recon

This Friday’s action, called Operation Recon, carries out 25 search and seizure warrants in seven cities in the interior of São Paulo, including Presidente Prudente, Álvares Machado and Venceslau.

According to the MPSP, the group investigated would be highly disciplined and compartmentalized, responsible for monitoring the routine and movements of authorities and family members. Each member would have a specific role, without full knowledge of the plan, to make detection by security forces difficult.

The operation managed to identify and dismantle the cell in the reconnaissance phase, in addition to seizing equipment and documents that could help identify those responsible for the final stage of the plot. Prison coordinator Roberto Medina would also be among those planned for execution.
