Mandatory hand luggage could increase costs, say associations

The mandatory inclusion of hand luggage in airline tickets could make tickets more expensive and harm more price-sensitive consumers, assess the International Air Transport Association (Iata) and the Latin American and Caribbean Air Transport Association (Alta).

The entities commented, through a note, on the , which is being processed urgently by the Chamber and determines the obligation of hand luggage.

For associations, imposing additional services on all passengers limits flexibility, creates regulatory uncertainty and could compromise the growth of the airline market.

“The sector remains committed to protecting passengers’ rights and choice, but policies must also guarantee the economic sustainability of companies, which already face high fuel, infrastructure and tax costs,” said Iata vice-president for the Americas and CEO of Alta, Peter Cerdá.

The entities highlight that the segmented tariff model is adopted in markets such as the United States, Europe and Latin America. According to them, commercial freedom allows for innovation and more affordable tickets, aligning Brazil with best global practices.

Between January and September 2025, domestic traffic in Brazil grew 9.2% compared to the same period in 2024, while international traffic increased 17.7%. “Despite the country’s good performance, analyzes suggest that such measures could lead to increases in basic tariffs, which could compromise future market growth and restrict the sector’s potential contribution to the Brazilian economy”, according to the statement.

The entities also point out that regulatory changes without clear guidelines increase uncertainty and drive away investment, while neighboring countries with predictable rules attract low-cost companies, increasing connectivity and competition.

Therefore, they advocate that the legislative debate be broad and based on data, seeking a balance “between consumer protection and the sustainability of the sector”, concludes Cerdá.
