Economist Alexandre Guimarães, former director of Governance, Planning and Innovation at INSS (National Social Security Institute), stated on Monday (27.Oct.2025), in testimony to the (Mixed Parliamentary Commission of Inquiry) that investigates deviations in social security benefits, that he received more than R$2 million from companies linked to Antônio Carlos Camilo Antunes, the .
Guimarães said that, from 2022 to 2025, he was part-owner of Vênus Consultoria Assessoria Empresarial S/A, created to provide “financial education services” to Brasília Consultoria, belonging to Antunes. According to him, the consultancy only had as a client the company linked to Careca do INSS and did not act on other fronts.
Questioned by the CPI rapporteur, the deputy (União Brasil-AL), about any undue advantage, the former director denied it. “None. I didn’t receive it from Mr. Antônio. I received it from the company I worked for”he responded.
The economist reported that the first contact with Careca from the INSS took place in 2022, through mutual friends, with no connection to the INSS, and involved an informal proposal to export fruit to China and finance transport.
During the period in which he was director of Governance, Planning and Innovation, from 2021 to 2023, Alexandre Guimarães was in charge of the area in which, according to investigations by the PF (Federal Police), there were diversions in benefits for retirees and pensioners.
To the panel of senators and deputies, he stated that his role was only to forward complaints to another board, not to resolve them.
Guimarães had already been director of People Management at INSS from 2017 to 2019, recommended by the former deputy (SE). In 2021 he returned to the institute as recommended by the deputy (Republicanos-MG).
Guimarães’ summons was approved following requests from the senator (PL-DF) and deputies (PT-MG), (Novo-SP), (PSB-MA) and (PSD-AM).
During Monday’s session (Oct 27), the INSS CPI rapporteur who “It’s time to get into politics” and listen to congressmen possibly linked to the pension payment embezzlement scheme.
Gaspar said he wants to hear the testimony of deputy Euclydes Pettersen and the senator (PDT-MA), both of whom have already been mentioned in previous sessions of the CPI.
