The Minister of Finance, Fernando Haddad, stated this Tuesday (28) that he is working to resume part of the cost containment measures provided for in MP 1303, which lost its validity this month after being archived by the Chamber of Deputies.
According to him, there is coordination with parliamentarians to incorporate the “uncontroversial” content of the measure into a bill already in progress.
The proposal dealt with fiscal adjustments and rules for controlling primary spending. With the filing, the government lost one of the central instruments to try to balance the 2025 budget and meet the goals established by the new fiscal framework.

“The most uncontroversial part (of MP 1303), which is to bring a little order to the issue of primary spending, could possibly be incorporated into a project that is already underway,” Haddad told journalists, upon arriving at the Ministry of Finance, in Brasília.
The minister also stated that he had received a call from the president of the Chamber, Hugo Motta (Republicanos-PB), indicating that there are deputies willing to adopt the content of the MP in projects of their own authorship.
“President Hugo called me last week and said that two or three parliamentarians would be available to incorporate the uncontroversial part of the MP, which for better or worse accounts for 60% of the problem that we have to resolve by the end of the year,” he stated.

According to Haddad, the approval of these devices would be enough to resolve most of the budget impasse faced by the economic team.
Negotiation on IR exemption
Still this Tuesday, the minister is also expected to meet with senator Renan Calheiros (MDB-AL) to discuss the project that expands the Income Tax (IR) exemption range for those earning up to R$5,000 per month.
Renan is the rapporteur of the text in the Senate and has been critical of the changes made by the Chamber of Deputies, signaling that he intends to withdraw the changes without returning the text to the deputies — which, according to experts, could generate legal questions.
“There has already been a meeting between Senator Renan, his advisors and the Treasury’s technical team. Today we will have a new meeting to align the next steps”, said Haddad.
Lunch between the two is scheduled for this afternoon, in Brasília. According to government interlocutors, the minister will try to avoid an impasse between the Houses and guarantee the speedy processing of the project, considered one of President Luiz Inácio Lula da Silva’s (PT) main campaign promises.
