Domingos Sávio de Castro is named as the bald man’s partner and Henrique Galvão piloted the aircraft for the investigated entity
The CPMI (Mixed Parliamentary Commission of Inquiry) of the INSS hears this Tuesday (October 28, 2025), from 9 am, the testimonies of businessman Domingos Sávio de Castro and pilot Henrique Traugott Binder Galvão.
According to the CPMI rapporteur, deputy (União Brasil-AL), the businessman has financial relations with an associative entity that would have sent amounts to Antônio Carlos Camilo Antunes, the “INSS Baldhead”.

Castro would be a partner and former partner of companies such as DM&H Assessoria Empresarial e Corretora de Seguros LTDA., which would have transferred R$2 million to Antunes. He would also be a partner of Careca do INSS at ACDS Call Center.
Furthermore, according to requests, investigations into the fraud indicate that Castro was an attorney for Abapen (Brazilian Association of Retirees and Pensioners of the Nation) and had received from Abrasprev (Brazilian Association of Contributors of the General Social Security Regime) the amount of R$ 540.5 thousand.
In turn, Henrique Galvão will be heard for being one of the pilots who made the most flights on aircraft linked to Silas da Costa Vaz, linked to Conafer (National Confederation of Family Farmers and Rural Family Entrepreneurs).
By knowing who used the aircraft as passengers, the pilot can “offer relevant information about possible connections to fraudulent practices that have affected millions of retirees and pensioners”explains the rapporteur in the request for the hearing.
The INSS CPMI is chaired by the senator (Podemos-MG).
