The senator (MDB-AL) stated this Tuesday (28) that the bill that exempts those who earn up to R$5,000 should be completed in the Senate next week, by November 8 at the latest. He is the project’s rapporteur at the House.

According to him, there was a commitment that the Lula (PT) government’s proposal would not take more than 30 days to process in the Senate. It is considered by Planalto to be an asset for the PT member’s future electoral campaign and, in the Chamber of Deputies, it took 7 months to be approved, with the inclusion of .

Renan’s political opponent, federal deputy Arthur Lira (PP-AL), rapporteur on the issue in the Chamber, has said that all changes were made with the approval of the Treasury.

Despite the announced deadline, Renan still does not know how he will close the matter in the Senate without the need for the text to return to the Chamber. This is because any substantial change causes the proposal to be returned for new analysis by the neighboring House, which Renan says he does not want at all.

Renan says that the inclusions made by the Chamber do not have due financial compensation and wants to resolve this in the Senate. He believes this will be possible in a parallel project, separate from the IR’s central text. “I’m going to present compensation. For this, Renan would be awaiting calculations from the Treasury. The expectation is that he will present his report this Tuesday, after a meeting with Minister Fernando Haddad.

In addition to providing exemption for those earning up to R$5,000 per month, the proposal determines the gradual reduction of the IR rate for those earning between R$5,000 and R$7,350.

To compensate for the tax waiver, the project provides for the taxation of profits and dividends at source and the creation of a “minimum tax” of up to 10% for people with income exceeding R$600,000 per year.
