The Minister of Institutional Relations, , used social media to state that the campaign against Comando Vermelho held this Tuesday (28) in , highlights the need for approval of the Public Security PEC in Congress.
Without mentioning by name the governor of Rio, Cláudio Castro (PL), who used the moment to , Gleisi avoided refuting the accusations made by the governor that the Armed Forces had denied three requests for help in police operations.
“The violent episodes this Tuesday in Rio, with dozens of deaths, including among police officers, blocking of highways and threats to the population, highlight the urgency of the debate and approval of the Public Security PEC in the National Congress. The need for coordination between security forces in the fight against organized crime has once again become evident,” he wrote on X (formerly Twitter).
The police action ended this Tuesday. Of the total number of victims, the vast majority are people identified by the police as suspected criminals. Two civil police officers and two military police officers also died in the action. The exact number of deaths is still being counted.
During a press conference about the operation, the governor criticized the Lula government’s “lack of focus” in relation to public security. “We have no help from the security forces [federais]no [da] Defense. It’s Rio de Janeiro alone”, he said.
In parallel, the Civil House called a meeting for Tuesday afternoon to address the situation. Among the participants are the head of the department, Rui Costa, and minister Gleisi, according to assistants at Palácio do Planalto.
The Minister of Justice, Ricardo Lewandowski, said that to assist in the operation. The ministry’s leadership classified the mega-operation as “disastrous and electoral”.
He stated that, in addition to the Security PEC, the PEC is also in the Civil House, which proposes changes to various regulations to expand the fight against criminal factions, focusing above all on the decapitalization of these organizations.
The Security PEC is one of the proposals that the government is trying to advance in Congress. The text has already been approved by the CCJ (Constitution and Justice Committee) of the Chamber and is awaiting to go to the plenary. In his statement, Gleisi said it was necessary to strengthen the Federal Police and other federal forces in the planning and execution of joint actions.
“The need has also been demonstrated for actions to be preceded by Intelligence operations, including financial intelligence, in order for them to be successful, as we saw in Operation Hidden Carbon. This is what President Lula’s government proposes in the Public Security PEC: a great articulation with state governments, in which only crime will lose out”, she concludes.
After the operation, he stated that the department and the government of Rio signed a technical cooperation agreement to create an Integrated Cell for the Location and Capture of Outlaws, focusing on the identification, location and arrest of criminals from other units of the federation who take refuge in communities in Rio de Janeiro.
The note also cites a meeting held in February this year between the governor and the Minister of Justice and Public Security, Ricardo Lewandowski, stating that the head of the department responded, at the time, to a request from the State, offering ten places in federal prisons to allocate criminal leaders from Rio de Janeiro.
Minister Paulo Teixeira (Agrarian Development) also spoke via social media, focusing on the tone of promoting the approval of the PEC.
“The governor of Rio de Janeiro, Cláudio Castro, opposed the PEC that would allow the federal government to act alongside the governors in public security, which is the responsibility of the states. He did not request help or collaboration. He carried out an action that is generating deaths and chaos, and then politically tries to exempt himself from responsibilities and attack the federal government. It is not correct for the governor to try to escape his responsibilities by playing a pre-election game,” he said.
