“Em cooperação com o Rio de Janeiro, o Ministério da Justiça e Segurança Pública (MJSP) mantém atuação no Estado desde outubro de 2023, por meio da Força Nacional de Segurança Pública, conforme previsto na Portaria MJSP nº 766, de 12 de dezembro de 2023. A operação segue vigente até 16 de dezembro de 2025, podendo ser renovada.

O Ministério da Justiça e Segurança Pública tem atendido, prontamente, a todos os pedidos do Governo do Estado do Rio de Janeiro para o emprego da Força Nacional no Estado, em apoio aos órgãos de segurança pública federal e estadual. Desde 2023, foram 11 solicitações de renovação da FNSP no território fluminense. Todas acatadas.

No âmbito da Polícia Federal (PF), só em 2025, foram realizadas 178 operações no Estado do Rio de Janeiro, sendo 24 delas relacionadas a tráfico de drogas e armas. Ao todo, foram 210 prisões efetuadas, das quais 60 estão diretamente relacionadas a investigações sobre o tráfico de drogas e armas.

No mesmo período, foram apreendidas 10 toneladas de drogas e 190 armas de fogo, incluindo 17 fuzis. Além disso, foram apreendidas cerca de 600 peças e acessórios de armas de fogo, capazes de moldar cerca de 30 fuzis.

Esses números refletem o esforço contínuo da Polícia Federal no enfrentamento ao crime organizado e na redução do poder bélico das facções criminosas.

Between 2024 and 2025 (until October), 855 arrest warrants were served, 462 in 2024 and 393 in 2025.

Among the notable actions are Operation Forge, which dismantled a clandestine factory with a production capacity of 3,500 rifles per year, destined for communities dominated by the Comando Vermelho faction; operations Buzz Bomb and Libertatis, launched in 2024, which arrested drone operators from the two main criminal factions operating in Rio de Janeiro.

Furthermore, the PF coordinates two joint operations with the state security forces, FICCO/RJ and Redentor, which reinforce the common commitment to confront organized crime in a coordinated and efficient manner.

Also since 2023, the Federal Highway Police (PRF) has been working in the State in operations to combat cargo theft and vehicle theft on federal highways.

From January 2023 to October 2025, they were:

  • 3,082 vehicles recovered;
  • 13,961 ammunition seized;
  • 172 handguns seized;
  • 72 rifles seized;
  • 8,250 people detained;
  • R$ 3,240,201.00 seized (from illicit sources);
  • 29.5 tons of marijuana seized;
  • 3.9 tons of cocaine seized;
  • 73,990 units of synthetic drugs.

In recent years, the State of Rio de Janeiro has received resources from the federal government to invest in the penitentiary system and public security. Through the National Penitentiary Fund (FUNPEN), the state received more than R$99 million between 2016 and 2024 – a value that, with income, exceeded R$143 million. However, only around R$39 million was actually used, leaving more than R$104 million still in the account.

Through the National Public Security Fund (FNSP), Rio de Janeiro has received almost R$288 million since 2019, an amount that, with income, reached R$331 million. Of this total, just over R$157 million has been executed so far, leaving a balance of more than R$174 million available.

Furthermore, the state has been assisted with donations of equipment, such as vehicles, computers, drones, vests and ammunition, totaling approximately R$10 million.

The MJSP also informs that, within the scope of the National Public Security Secretariat (Senasp), it has developed a series of initiatives with the Government of Rio de Janeiro, such as the integration of the State into the National Network of Specialized Units for Combating Criminal Organizations (Renorcrim) and the National Network for the Recovery of Assets of Criminal Factions (Recupera).

Furthermore, the MJSP and the Government of Rio de Janeiro signed a technical cooperation agreement to create the Integrated Cell for the Location and Capture of Outlaws, focusing on the identification, location and arrest of criminals from other units of the federation who take refuge in communities in Rio de Janeiro. The Cell cross-references and analyzes police and judicial databases, integrates national arrest warrants, based on the SUSP Wanted List and the National Risk Matrix, and coordinates joint operations to capture priority criminals.

The MJSP and the Government of Rio de Janeiro also signed an agreement to create the Financial Intelligence and Asset Recovery Committee (CIFRA), focusing on the decapitalization of criminal organizations, through financial intelligence, asset recovery and specialized advice in money laundering investigations. By September 2025, CIFRA had analyzed 59 Financial Intelligence Reports (RIFs) issued by the Financial Activities Control Council (COAF), involving operations with more than R$65 billion in suspicious amounts, with 423 documents produced and disseminated between the years 2024 and 2025.

Also, on February 5th of this year, the governor of Rio de Janeiro, Cláudio Castro, was at the Ministry of Justice and Public Security for a meeting with minister Ricardo Lewandowski. At the time, the minister responded to a request from the State and offered ten places in federal prisons to house criminal leaders in Rio de Janeiro.

“The mission is total cooperation between the Union and RJ. We are committed to fighting crime in a cooperative and integrated way. This is another example of the federative integration that the Proposed Amendment to the Constitution (PEC) of Public Security intends to put into practice”, said the minister after the meeting.

The Ministry of Justice and Public Security reaffirms its commitment to the State of Rio de Janeiro, promoting public security through integrated support.

The coordinated actions aim to strengthen the fight against organized crime, reduce crime rates and ensure a greater sense of security for the population. With significant investments and continuous efforts, the MJSP remains committed to ensuring effective results and contributing to the preservation of public order in the State of Rio de Janeiro”.
