Paulo Bilynskyj ended the session without giving Talíria Petrone time to speak, after Pastor Henrique called him a “coward”
During the session of the Security Committee of the Chamber of Deputies, this Tuesday (28.Oct.2025), there was a fight between deputies from Psol and PL due to the mega operation carried out in Rio de Janeiro throughout the day. The verbal discussion took place mainly between the president of the commission, (PL-RJ), the leader of Psol in the Chamber, (RJ), and the deputy (Psol-RJ). The confrontation began when Vieira called the president a “coward” and was quickly answered by Bilynskyj.
The discussion intensified when Bilynskyj closed the meeting without allowing Talíria to speak.
During his time speaking at the Commission, deputy Pastor Henrique questioned opposition congressmen who celebrated Operation Containment, launched this Tuesday in the Alemão and Penha complexes, in Rio, which left 64 people dead.
“I continue to maintain my understanding that every life matters, in uniform and without. […] The question I ask is: is this glorification of lethality, this policy operated for decades in the state of Rio de Janeiro, working? Is organized crime losing steam and strength?”asked Vieira.
To the president of the commission, the congressman stated: “Don’t give me the right to intervene, if you want to come down and debate me honestly, at least today you’re not being a coward and you stay there. Congratulations”.
In response, Bilynskyj stated: “Your Excellency is a coward, who is here defending a criminal. Maintain your position and do not attack the members of this commission. You have no legitimacy to speak”.
The situation worsened when allies of the commission president mentioned “baile funk” in response to the Psol deputy. Talíria countered: “Baile funk is really good, you know what’s not good? Killing people, killing 70 people in Rio de Janeiro, including police officers. A murderous model of public security”.
The argument also involved the name of the president (PT). Deputy Rodolfo Nogueira (PL-MS) asked: “What is your president doing? He denied 3 requests from the governor”.
Nogueira further stated: “Your president [Lula] he is conniving with drug trafficking, a friend of a drug trafficker.”. In response, Talíria and Vieira replied: “Your president [] He’s a militiaman”.
Nogueira was referring to the statement by the governor of Rio de Janeiro, (PL), which for police operations, but that these requests would have been denied at least 3 times.
In response, the . The Ministry of Justice and Public Security, commanded by Ricardo Lewandowski, declared in a statement that the government “has promptly responded to all requests from the government of the State of Rio de Janeiro for the use of the National Force in the State, in support of federal and state public security bodies”.
The ministry also stated that, since 2023, all 11 requests for renewal of the FNSP (National Public Security Force) have been accepted.

MEGAOPERATION
Megaoperation mobilized 2,500 civil and military police and has already left . Among them, 60 are suspected of being part of organized crime and 4 are police officers. In total, 81 were arrested.
Operation Containment also included the participation of promoters of the (Public Ministry of Rio de Janeiro). The action was triggered after more than 1 year of investigation conducted by (Narcotics Suppression Police Station).
PMERJ (Military Police of Rio de Janeiro) participates with the COE (Special Operations Command) and operational units in the capital and metropolitan region.
The Civil Police mobilized agents from Core (Special Resources Coordination), specialized police stations, the Anti-Money Laundering Department and the Intelligence Undersecretariat.
Among those arrested were Doca, a financial operator for one of the leaders of Comando Vermelho, and Belão, one of the main drug leaders in Morro da Guaporé, in the north of the capital of Rio de Janeiro.
In the action, drones, 2 helicopters, 32 ground armored vehicles and 12 demolition vehicles from the PM’s Special Operations Support Center were used, as well as ambulances from the Rescue and Rescue Group.
The operation continues with the execution of search and seizure warrants in the complexes. The 26 sets of communities that form the Alemão and Penha complexes remain under a strong presenceolicial.
