Project expands rights in the post-operative period of mastectomy surgeries, total or partial, carried out to treat the disease
The Federal Senate approved on Tuesday (October 28, 2025) the , which guarantees free physiotherapeutic care through the SUS to patients undergoing mastectomy, breast removal surgery indicated in the treatment of breast cancer.
With approval in the plenary, the text goes to presidential sanction and must come into force within 180 days after its publication. Here is it (PDF – 191 kB).
The proposal, authored by Congressman Francisco Jr. (PSD-GO) and Congresswoman Maria Rosas (Republicanos-SP), modifies the 1999 proposal to include mandatory physiotherapy in the post-operative period, in accordance with medical prescription and Ministry of Health regulations.
The report by the leader of the Republicans, senator Mecias de Jesus (RR), was approved and expanded the scope of the benefit. It made the right explicit in legislation and ensured that men affected by the disease also received the same treatment.
Mecias highlighted that physiotherapy is essential for the complete rehabilitation of patients, helping to prevent complications such as chronic pain, shoulder limitations, lymphedema (swelling in the arm) and loss of muscle strength.
According to the senator, the measure represents progress in comprehensive public health care. “This project ensures greater dignity and quality of life for those facing breast cancer. Physiotherapy reduces pain, helps with the recovery of movement and restores autonomy to patients”he stated.
The approval met the request of Senator Damares Alves (Republicanos-DF), defender of the urgency of the matter.
According to the rapporteur, it is another achievement for women “this Pink October is an important step for the SUS to provide comprehensive and welcoming care”Mecias said.
