STF ministers see governor of Rio “lost” after police operation

Ministers of the Federal Supreme Court (STF) harshly criticized the governor of Rio de Janeiro, Cláudio Castro (PL), after the mega police operation carried out this Tuesday in the Alemão and Penha complexes, which resulted in at least 64 deaths, and was considered the most lethal in the state’s history.

In a reserved assessment, members of the Court stated that Castro is “lost” in the conduct of public security policy and that he is trying to transfer responsibilities to the Judiciary, especially the STF, for failures in the execution of the operation.

During a press conference, the governor classified ADPF 635, known as ADPF das Favelas, as “cursed” and attributed the action to the difficulties faced by security forces, such as access blocked by barricades and the use of drones with explosives by criminals.

“They are still what we call the puppies of this damned ADPF. Unfortunately, a political party joined (with the action) and caused a lot of harm to Rio de Janeiro”, said the governor, in reference to the PSB, which filed ADPF 635 in 2020, which determined restrictions on operations in Rio’s favelas during the pandemic.

When criticizing the restrictions imposed by the Court on police action, the governor said that criminals can “use a drone with a bomb”, but that police cannot “shoot from the platform”.

“A well-trained police officer cannot shoot from the platform, but a criminal can use a drone with a bomb. It is these idiosyncrasies that we see and, unfortunately, the attempt to politicize public security always ends up on the side of the police officer who is there risking his life.”

The operation, called “Contenção”, mobilized 2,500 agents and targeted leaders of the Red Command, including criminals from other states taking refuge in communities in Rio de Janeiro.

After the operation, the National Council of the Public Ministry (CNMP) demanded formal explanations from the state government regarding compliance with the guidelines established by the STF in ADPF 635, such as the use of body cameras, the presence of ambulances and respect for school hours.
