The first government summit meeting with President Luiz Inácio Lula da Silva ended without defining measures by the federal Executive to face the public security crisis in Rio. After the police operation against the Red Command left at least 119 people dead, Lula ordered teams from the Ministry of Justice to go to the state this Wednesday to understand the situation in the capital so that the government can work on developing aid measures.
The idea of the trip is to explore what the government can do, but there is no decision on which path to take. The Minister of Justice, Ricardo Lewandoski, the director general of the Federal Police, Andrei Rodrigues, and the director general of the Federal Highway Police, Antônio Fernando, arrived in Rio for a meeting with governor Cláudio Castro.
The members of the government delegation want to hear what Castro will ask for in terms of help to define the measures that will be the responsibility of the federal government.

According to people present at the meeting, held this Wednesday morning at Palácio da Alvorada, the meeting did not discuss specific measures. There were expectations of government aid announcements at the end of this meeting, which did not happen.

A point of conflict between the Rio government and federal management, the decree of the Guarantee of Law of Order, an operation through which the Brazilian Armed Forces, on a provisional basis, carry out public security activities, was not directly addressed at the meeting. After the meeting, Lewandoski responded that the measure can only be taken if requested by the governor and that, for now, this “hypothesis has not been addressed”:

— This (GLO decree) is a decision by the President of the Republic. Firstly, he (Castro) needs to recognize the inability of local forces to put an end to organized crime and, above all, the uneasy situation in which Rio de Janeiro finds itself. That depends on him. This hypothesis was not addressed because this issue was not put on the table. There is no request — said Lewandowski.
