European Union could have new members by 2030

Kaja Kallas, head of EU Foreign Policy, highlights Montenegro and Albania as the most advanced countries in the process of joining the bloc

The High Representative of the EU (European Union) for External Affairs and vice-president of , , informed that the bloc could have new member countries by the end of the decade. The statement was made this Tuesday (4.Nov.2025) during the presentation of the European Commission’s annual report in Belgium, which assesses the progress of 10 candidate nations.

“The expansion of the EU is not a ‘luxury’. It is a necessity if we want to be a stronger actor on the world stage”he declared. Montenegro and Albania are leading the accession process. The European Commission also criticized democratic setbacks in Serbia and , this 2nd with more emphasis.

This would have reactivated interest in the expansion of the bloc, currently with 27 countries. According to Kallas, it is “very clear” that war and geopolitical changes made reforms necessary.

The former Prime Minister of stated that “new countries joining the EU by 2030 is a realistic objective”.

The EU enlargement commissioner, , highlighted that Moldova was the country that made the most progress in 1 year,“despite continued hybrid threats and attempts to destabilize the country on its course towards the EU”.

Some politicians advocate internal reforms before admitting new members, as they understand that a European Union with more countries could generate political paralysis.

Kos, however, indicated that it would not be necessary to reform the EU before admitting Montenegro or Albania, as there would be no “major financial implications” with the entry of these countries.
