TCU technicians suggest that Motta talk about female employees – 11/04/2025 – Power

Motta had the two employees fired, after being contacted by reporters on July 8 to explain the case. At the time, they refused to give detailed information about the services provided to the deputy’s office.

The technical area of ​​the TCU also asks the court to request proof of attendance records or similar control of the work schedule of both. In addition, it requests records of access to the agency’s corporate tools, such as communication and document editing applications, and proof of work deliveries throughout the period in which the employees performed their role.

In Gabriela’s case, the unit also requests that it be specified whether the employee was granted special working hours and, if so, how she completed her shift and activities during the special period.

As for Monique, it is requested that the work schedule be specified from April 2021, when the employee started to occupy another public position in the city of João Pessoa.

The technicians assessed that the request for investigation, made by the TCU Public Prosecutor’s Office, had prerequisites for the court to accept the fact that there was public interest in the matter addressed.

“Regarding the accusation of hiring ghost employees regarding Gabriela and Monique, proof must be sought that the people involved effectively performed their functions, and that they did not serve in public positions that cannot be combined with the commissioned function performed in the Chamber of Deputies”, they said.

To reveal the existence of cases, the Sheet compared information from official databases, legal processes and social networks, searched for public bodies and had access to contract documents, in addition to monitoring the employees’ routines.

The report found that Gabriela worked at a clinic in Brasília on Mondays and Wednesdays, throughout the day. On Tuesdays and Thursday afternoons, I held office hours at another clinic in Núcleo Bandeirante, an administrative region of the Federal District that is 18 km from the Chamber.

Information about working hours was confirmed by both establishments. The Monday and Wednesday shift is also included in the Ministry of Health system. On Tuesday and Thursday mornings, a shift in which she does not work as a physiotherapist, she goes to a gym.

The city of João Pessoa sent Monique’s timesheet to the reporter, with a workload of 30 hours per week. Even if the accumulation of duties was not prohibited by the Chamber, she would have to work 14 hours a day, without lunch, to complete the two working days.

The agency also stated that, “since the employee joined, in 2021, she has not been informed of any other existing relationship.” “All documentation required at the time of hiring was presented, including a declaration that there is no connection to another public institution,” he added.

On the occasion, Motta stated, through his advisor, that he “values ​​strict compliance with the obligations of employees in his office, including those who work remotely and are exempt from duty within the rules established by the Chamber.”

The report requested access to the employees’ time records, but Motta’s office refused to provide the documentation. The parliamentarian also did not say what the role of the aforementioned employees was and what their working hours were.
