Government of SP announces US$110 million agreement for green economy and sustainability

The government anticipated the debate on the green economy and announced a series of measures and agreements this Tuesday (4) during the Agenda SP Mais Verde forum, held in the capital of São Paulo, a week before COP30. Among the main announcements is the Green Agreement, an initiative that provides discounts of up to 40% on fines for environmental degradation, as long as companies or those responsible commit to restoring degraded areas. According to the governor the objective is to transform environmental disputes into opportunities for recovery and investment . The funds raised will be allocated to FINA Clima, a state fund focused on environmental preservation and protection actions.

“We are going to take this model to environmental litigation. We are going to take this resource and put it in FINA Clima, which is an innovative instrument for financing environmental actions”, stated the governor. Another highlight was the US$110 million (around R$630 million) agreement signed with the Inter-American Development Bank (IDB). The financing will be aimed at municipal and business projects linked to the green economy, with a focus on long-term credit for sustainable initiatives.

The State Secretary for Environment, Infrastructure and Logistics, Natália Rezende, also participated in the event and announced that the State will bring an Environmental Commitment Letter to COP30. The document will reinforce actions in the areas of water security, biodiversity, energy transition, decarbonization and sustainable transport. “The environment is one and the same — it is not federal, state or municipal. We need to join forces between city halls, states and the Union”, highlighted the secretary.

The state government also announced the transformation of the Morro Grande Forest, located between Cotia and Ibiúna, into an environmental conservation park. The area is home to a rich biodiversity of the Atlantic Forest and should be opened to the public in 2026. The SP Mais Verde Agenda continues until this Wednesday, with business rounds, lectures and more than 500 experts discussing sustainable policies and solutions for the future of the State and the country.
