Motta relaxes rules for playing deputies at COP30 – 04/11/2025 – Environment

The Board of the Chamber of Deputies, chaired by (-PB), issued a decision last week relaxing the rules of the so-called “fluff” to pay for the travel and accommodation of federal deputies during the .

Under the transitional rules, parliamentarians will have specific reimbursement for air tickets to and from Belém and for renting property contracted from individuals.

The “fluff” — whose official name is Quota for the Exercise of Parliamentary Activity — directs monthly funds ranging from R$37,000 to R$51,000 to the 513 deputies to reimburse expenses on air tickets, food, office rental, advertising, among others.

In addition to this amount, each deputy is also entitled to four round-trip air tickets from Brasília to their state of origin or to the state in which they live.

With the Board’s decision, signed by Motta and the other six members of the panel, the rules will be relaxed in part this month of November to allow, in the package of these four monthly tickets, the refund of tickets on the Brasília-Belém section – the parliamentarian’s home state.

In the case of deputies from the Federal District, who currently do not have these 4 extra monthly tickets, two Brasília-Belém return tickets will be made available.

The Board’s decision published in an extra edition of the Diário da does not provide justification for its adoption and is restricted to the period from November 8th to 23rd, that is, two days before and two days after the end of the conference.

In the case of parliamentarians’ stay, the “fluff” rules require, for reimbursement, the presentation of an invoice issued by a company. For COP30, the Chamber will accept accommodation rentals made to individuals, by filling out a simple receipt.

“The rental of a residential unit will be accepted if proven upon presentation of a receipt from an individual issued by the landlord, duly signed and dated, also containing the full address of the leased property, the period of accommodation and the identification and full address of the beneficiary of the payment”, says the decision.

The text also allows documentation generated by a seasonal property rental company, accompanied by proof of payment.

It will be held from November 10th to 21st, 2025 in Belém, Pará.

There are several logistical problems that have hampered the preparations, in particular due to exorbitant prices charged by hotels and owners of properties available for rent during the conference.
